Nokia's AI Order Surge Comes With a Catch as Hotard Reveals Elongating Contracts and Talks Down Double-Ordering Fears

Nokia's second-quarter results showed the clearest evidence yet that the AI infrastructure buildout is reshaping the company's revenue base, but CEO Justin Hotard used the earnings call to temper enthusiasm around the headline number that will dominate investor conversations: EUR 2.8 billion in AI and cloud order intake, more than double the prior run rate. The catch, as Hotard explained, is that these orders behave differently than Nokia's traditional telecom contracts. "Approximately half the order volume received in Q2 is expected to convert to revenue in the next 12 months," he said, a marked departure from the historical pattern where telecom orders converted almost entirely within a year. That elongation reflects customers locking in multi-year supply commitments in a constrained market rather than a sudden change in near-term demand, and Hotard was explicit that investors should not extrapolate the quarter's book-to-bill ratio forward. "Order patterns in this market can be lumpy, and we should not expect this level of intake every quarter."

Double-Ordering Question Gets a Direct Rebuttal

Bernstein's Ulrich Rathe pressed management on whether the order surge could reflect double-ordering behavior common in supply-constrained markets, a risk that has haunted semiconductor and networking cycles before. Hotard pushed back firmly, arguing the sophistication of Nokia's AI and cloud customers makes the incentive structure different from prior cycles. "For one of these customers to come in and say, I'm going to double order with you, when ultimately that goes back to supply of leading-edge silicon manufacturing capacity on optical components that they can actively inspect and we transparently share the progress" would make little sense, he said, noting double-ordering tends to show up in enterprise or channel-driven markets where customers diversify for allocation, not in concentrated hyperscaler relationships with visibility into Nokia's actual capacity. The exchange is likely to be a focal point for analysts modeling out 2027 revenue conversion, since it directly bears on how durable the order book proves to be.

AI-RAN Platform Launch Marks a Genuine Technology Shift

Beyond the optical and IP order momentum, Nokia used the call to detail the commercial launch of what it calls the industry's first AI-RAN platform, a move Hotard described as "a fundamental shift from a hardware-defined radio network to software-defined platforms" that "fundamentally changes the economics of radio networks." The platform, built in partnership with Nvidia, targets more than 100% spectral efficiency gains by 2028, effectively doubling the capacity operators can extract from existing spectrum without new hardware. Hotard framed this as an industry inflection point away from proprietary baseband silicon toward general-purpose GPU-based architectures, driven as much by economics as by performance. "When you look at leading-edge silicon, you do the math on the cost of leading-edge silicon, and then, by the way, the supply constraints on leading-edge silicon, in my mind, this is a very clear industry shift that has to happen on the baseband," he told Arete's Richard Kramer. He also linked the shift to a broader industry problem: neither operators nor equipment suppliers have earned an adequate return on invested capital through the 4G and 5G cycles, and moving to a software-defined, single-stack model is Nokia's attempt to change that equation for both sides. Commercial availability is still targeted for 2027, with pilots beginning at year-end 2026; T-Mobile is confirmed as the lead U.S. pilot partner, and Hotard acknowledged that among the other major U.S. carriers, none has likely cleared an internal go/no-go decision yet.

Supply Constraints Deepen, Prompting a New Arizona Fab Deal

Nokia disclosed it is acquiring a manufacturing site from NXP in Arizona to expand indium phosphide fabrication capacity, layering on top of a San Jose fab already processing test wafers ahead of volume production by year-end, and a tenfold expansion of test-and-packaging capacity in Pennsylvania announced in June. Hotard was candid that the company remains supply-constrained across the board, not just in optical components but also in memory, where industry-wide shortages have driven pricing sharply higher. "In general, I would think of us as being constrained," he said, adding that Nokia's revenue forecasts already assume "no disruptions, everything goes perfectly" on the supply side, meaning further upside exists if constraints ease but so does downside risk if they do not. On timing, the Arizona capacity and broader indium phosphide scaling will not materially help until around 2029, well after the San Jose ramp, underscoring that Nokia views this as a multi-year, industry-wide capacity problem rather than something it can solve unilaterally.

Margins Tell a More Complicated Story Than the Headline Growth

CFO Marco Wiren reported net sales growth of 9%, gross margin expansion of 70 basis points to 46%, and operating margin up 70 basis points to 9%, but flagged that the quarter benefited from software revenue recognition pulled forward from the third quarter, along with a 150-basis-point stock-based compensation headwind tied to Nokia's rising share price. Network infrastructure gross margin rose 240 basis points to 42.7%, helped by Infinera synergies and scale, but Nordea's Felix Henriksson pressed on whether IP networks' growing mix was structurally dilutive. Hotard confirmed it is, for now: "We'd see some gross margin headwinds as we ramp products in this space, and this is what we're seeing," though he maintained the business remains accretive to gross profit dollars and that operating leverage should improve as Nokia scales. On mobile infrastructure, gross margin of 49.3% beat expectations due to pulled-forward software sales, but Nokia guided third-quarter mobile gross margin down to a 44%-46% range before a seasonal recovery in the fourth quarter. Free cash flow was negative EUR 732 million in the quarter, typical for Nokia's second-quarter seasonality, but Wiren acknowledged the company is now tracking toward the low end of its 55%-75% free cash flow conversion guidance range due to higher restructuring costs and working capital build to support growth.

Portfolio Pruning Continues With Enterprise Campus Edge Now in Discontinued Operations

Nokia confirmed the previously announced sale of its fixed wireless access customer premise equipment business to Inseego remains on track to close by year-end, and disclosed that Enterprise Campus Edge is now also classified as discontinued operations, a signal the company considers that divestiture highly probable as well. The reporting change reduced comparable net sales by EUR 66 million and lifted comparable operating profit by EUR 13 million in the quarter. Separately, Nokia is accelerating the integration of its Chinese operations, now planning to recognize roughly EUR 350 million of one-time restructuring charges by the end of 2026, compressing what was originally described as a two-to-three-year integration into two years. A new efficiency program focused mainly on Europe will add another EUR 200 million in restructuring charges this year, bringing total 2026 restructuring costs to approximately EUR 800 million, meaningfully higher than prior programs. Nokia also disclosed that software developers now show nearly 100% internal adoption of AI coding tools, which management credits with tangible productivity gains supporting both cost efficiency targets and faster product roadmap delivery, though the company did not quantify the financial benefit.

Looking to the third quarter, Nokia guided sequential net sales growth of 3% to 7% with operating profit roughly flat versus the second quarter, before what Wiren described as a "meaningful improvement" in the fourth quarter driven by normal telecom seasonality layered on top of AI and cloud growth. Management reiterated it expects to land "somewhat above the midpoint" of full-year operating profit guidance, with no operational change to that outlook beyond the technical adjustment from discontinued operations.
