Rigetti Computing Bets on $100 Million Government Lifeline as Cash Pile Shrinks and Coherence Time Remains the Bottleneck to Scale

Rigetti Computing used its second-quarter call to lean heavily on two pieces of news that could reshape its funding picture and commercial credibility: a letter of intent with the U.S. Department of Commerce for up to $100 million in CHIPS Act funding, and an expanded partnership with HPE and the Pittsburgh Supercomputing Center to build a hybrid quantum-classical system. Both remain non-binding at this stage, but together they signal a company trying to convert technical leadership in superconducting qubits into durable capital and commercial relationships before its cash runway becomes a real constraint.

Government Funding Could Reshape the Balance Sheet, But Comes With Dilution Strings Attached

The headline item is the Department of Commerce letter of intent, announced May 21, under which Rigetti could receive up to $100 million over three years through the CHIPS Research and Development Office. CEO Subodh Kulkarni was careful to frame this as directional rather than committed capital: "It is important to emphasize that the LOI is not yet a definitive agreement." The structure contemplated would give the department an equity stake in Rigetti sized to the funding amount, meaning any final deal will dilute existing shareholders. CFO Jeffrey Bertelsen reinforced that any deployment of this capital would be "tightly aligned" with the company's existing R&D discipline, focused on specific technical bottlenecks in packaging and scaling rather than general operating expenses. Investors should treat this as a potential balance-sheet backstop rather than confirmed funding until a definitive agreement materializes, but the fact that a federal agency is willing to take equity in a company still generating single-digit-million quarterly revenue underscores how much strategic weight Washington is placing on superconducting qubit platforms specifically, as opposed to competing modalities like trapped ion or neutral atom systems.

Coherence Time, Not Qubit Count, Is the Real Constraint on Fidelity

Management spent considerable time unpacking why the flagship Cepheus-1-108Q system, which the company describes as the largest modular quantum computing system on the market, has not yet moved its two-qubit gate fidelity beyond roughly 99.1%. Kulkarni was explicit that coherence time, currently in the 25 to 30 microsecond range, is now the binding constraint, not qubit count or coupling architecture. The company is pursuing a joint research effort with Fermilab that caps niobium superconducting contacts with tantalum, which has shown "meaningful coherence time improvements in fundamental experiments" and is now being folded into production chip designs. Kulkarni said a factor of two to three improvement in coherence time is "practical in the near term," which would be a meaningful step toward the company's stated goal of 99.5% two-qubit fidelity on the 108-qubit system by year-end. Notably, these improvements have already been validated at the smaller 36-qubit scale, where median two-qubit fidelity moved from 99.5% to 99.6% quarter over quarter, but management is deliberately withholding the upgrade from the cloud-deployed 108-qubit system until testing is exhaustive, reasoning that active users cannot afford a regression. That caution is understandable, but it also means the market-facing flagship system is running behind the company's internal R&D systems, a gap investors should watch closes over the next two quarters.

Commercial Buyers Are Showing Up for the First Time

Perhaps the most underappreciated data point from the call is the shift in customer mix. Kulkarni noted that the company's first two 9-qubit Novera systems delivered in 2026 both went to commercial organizations rather than government labs or universities, a first for Rigetti. He was careful to temper expectations, noting explicitly that these buyers "are not buying quantum computers on-premise for their data centers to do any practical workload" but are instead building internal expertise ahead of an eventual inflection point. Still, this represents a new demand channel layered on top of the government and academic base that has historically dominated Rigetti's order book, including recent wins at the University of Saskatchewan and a research arm of a major Japanese conglomerate. Management framed the broader funding backdrop as unusually favorable, pointing to the U.K. government's six-year ProQure initiative, where Rigetti intends to invest up to $100 million over time, alongside the $8.4 million C-DAC order for a 108-qubit system in India, expected to be recognized in the fourth quarter following installation and acceptance testing.

HPE Partnership Targets 2027, With Speed as the Selling Point

The expanded HPE and Pittsburgh Supercomputing Center collaboration will see Rigetti deliver a full 9-qubit Novera system, including dilution refrigeration and control electronics, into a National Science Foundation-funded test bed called TangleLab, integrated with an HPE supercomputing environment. Delivery is targeted for 2027, with no specific quarter yet confirmed. Kulkarni used the announcement to draw a sharper competitive line against rival quantum modalities, arguing that Rigetti's superconducting gate speeds of 50 to 60 nanoseconds are "roughly 1,000x to 10,000x faster" than trapped-ion or neutral-atom systems, a gap he said becomes especially visible in hybrid quantum-classical workloads where slower qubit modalities struggle to keep pace with CPUs and GPUs. It's a compelling argument on paper, though the company acknowledged that genuinely differentiated hybrid computing demonstrations remain rare industry-wide, meaning HPE's validation will matter more once results are actually published than the announcement itself does today.

Financials Show Growth, But Cash Burn and GAAP Losses Are Accelerating

Second-quarter revenue came in at $5.1 million, up from $1.8 million a year earlier, driven by on-premises Novera QPU sales tied to previously announced purchase orders. Gross margin improved to approximately 43% from 31%, though management flagged that this figure will remain volatile given the lumpy, contract-driven nature of hardware sales. Operating expenses rose to $30.3 million from $20.4 million, concentrated in engineering headcount, fabrication, and refrigeration infrastructure investment. GAAP net loss widened to $52.6 million from $39.7 million, though a large portion of that swing reflects noncash fair value adjustments to warrant and earn-out liabilities that Bertelsen said do not affect operating decisions. On a non-GAAP basis, net loss was $16 million, or $0.05 per diluted share, versus $13.3 million, or $0.04 per share, a year ago. More consequential for investors is the cash trajectory: Rigetti ended the quarter with $541.3 million in cash and investments, down from $569 million at the end of the first quarter and $589.8 million at the end of 2025. The company remains debt-free, and management maintains that the balance sheet provides sufficient runway, but the sequential decline of roughly $28 million per quarter, with 2026 capital expenditures already flagged as elevated due to dilution refrigeration and fab investment, puts a finite clock on execution absent the CHIPS Act funding coming through.

Competitive Positioning Remains Narrow but Real

Kulkarni repeatedly emphasized that only three companies globally have deployed gate-based quantum systems above 100 qubits: IBM at 120 qubits, Rigetti at 108, and Google at 105, with most other competitors still below 50 qubits despite public roadmap claims. That claim is verifiable and meaningful, but investors should note it says nothing about fidelity or commercial readiness, where IBM in particular has pursued a different error-correction strategy. Rigetti's own long-term target is roughly 1,000 qubits, 99.9% two-qubit gate fidelity, and sub-40 nanosecond gate speeds within approximately three years, a roadmap the company plans to formally update later this year once it has more operational data from the 108-qubit system. Until then, the story remains one of a technically credible but pre-commercial company whose near-term trajectory is now unusually dependent on a still-nonbinding federal funding commitment.
