Oracle: Record $638 Billion RPO Backlog Signals Unprecedented Infrastructure Build-Out as AI Commitments Triple Revenue Trajectory

Oracle reported its most consequential quarter in company history, with remaining performance obligations surging 363% to $638 billion and signed AI infrastructure contracts totaling $67 billion in Q4 alone. The company is fundamentally transforming from a mature software vendor into what management positions as the infrastructure backbone for the AI economy, with the ramp requiring $70 billion in net capital expenditure and approximately $40 billion in debt and equity issuances in fiscal 2027.
Infrastructure Backlog Reaches Unprecedented Scale
Oracle's RPO of $638 billion dwarfs the entire company's annual revenue run rate of $67 billion, providing extraordinary visibility but also underscoring the execution challenge ahead. New CFO Hilary Maxson noted that 12% of this backlog will convert to revenue in the next twelve months, with another 34% converting between months 13 and 36. Critically, she said "these percentages are both expected to accelerate over the coming quarters based on our current long-term outlook."
The infrastructure segment grew 93% in Q4, though this still represents a small fraction of what's been booked. CEO of Cloud Infrastructure Clay Magouyrk disclosed that Oracle signed $67 billion in AI infrastructure contracts in Q4 specifically, bringing total bring-your-own-hardware or prepaid customer contracts to $75 billion. He emphasized these alternative structures carry "no degradation in margin compared to our other contracts," addressing investor concerns about capital intensity and returns.
Execution Risk Becomes the Central Question
Oracle delivered over 1.2 gigawatts of capacity in fiscal 2026, but Q1 fiscal 2027 delivery alone is approaching 1 gigawatt—nearly matching the prior four quarters combined. Magouyrk walked through five mega-projects in detail, demonstrating progress but also revealing the complexity. The Abilene, Texas site has delivered 42% of total capacity with another 35% coming in the next 90 days. Newer sites like Shackelford, Texas and Doña Ana County, New Mexico are beginning customer delivery in the first half of calendar 2027, while Michigan and Wisconsin projects target the second half.
The company expects net cash outlay for capital expenditures of approximately $70 billion in fiscal 2027, though reported CapEx will be $20 billion to $25 billion higher due to customer prepayments and timing impacts. This represents a significant step-up from fiscal 2026's $48 billion net cash outlay. To fund this, Oracle plans to raise around $40 billion in debt and equity, including the already-announced $20 billion at-the-market equity issuance, though the company stated it doesn't anticipate raising additional debt in calendar year 2026.
Returns Framework Attempts to Justify Capital Intensity
Maxson, newly arrived from capital-intensive businesses outside technology, offered a framework for evaluating returns that will be scrutinized heavily. She described "return on invested capital in the high 20s at a steady state" for the GPU and CPU infrastructure business, calculating this as "after-tax operating margin plus depreciation divided by gross investments, so total gross CapEx at the project level." She noted that bring-your-own-hardware structures would deliver "even higher" ROIC since Oracle isn't funding the hardware component.
The company reaffirmed long-term targets of 31% revenue CAGR and 28% EPS CAGR through fiscal 2030, with Maxson stating "full reconfirmation from my side on the long-term targets." For fiscal 2027 specifically, Oracle guided to 34% constant currency revenue growth and $8.05 in non-GAAP EPS, representing 18% growth excluding one-time investment gains from Ampere and Bloom Energy in fiscal 2026.
Margin Pressure in the Near Term
Gross margin deterioration will continue as infrastructure scales faster than it reaches steady-state utilization. Maxson explained that fiscal 2027 gross margin "will step down due to timing for the ramp-up of our data center projects into their full revenue contribution plus impacts from mix." However, she expects "margin performance in infrastructure to improve rapidly as we reach full contractual revenue levels at our data centers." Operating costs are expected to be "slightly negative year-over-year in dollar terms due to efficiency actions," providing some offset.
Q1 fiscal 2027 guidance calls for total revenue growth of 27% to 29%, cloud revenue growth of 58% to 64%, and non-GAAP EPS of $1.72 to $1.76, up 17% to 20%. Management anticipates "revenues and earnings will accelerate in the second half of the year as we bring further megawatts online at our data centers to fulfill customer demand."
Customer Renewal Data Provides Utilization Transparency
Magouyrk disclosed renewal metrics that haven't been previously shared, stating that in Q4, "35,000 GPUs from 59 separate customers were up for renewal. 49% of those customers renewed for 92% of those GPUs." Importantly, he noted that the 8% not renewed weren't idle: "Most of those GPUs themselves were subsequently sold to other customers in the same quarter." Global GPU utilization stands at 97.5%, suggesting Oracle isn't accumulating stranded capacity.
The company also revealed it has four customers with individual contracts exceeding $8 billion. While Oracle didn't name them, the implication is that xAI, which has been publicly disclosed as a major customer, is now joined by at least three others at similar scale. This diversification somewhat mitigates concentration risk, though the top customer cohort clearly represents the majority of the massive RPO build.
Applications Business Shows Steady but Unspectacular Growth
Oracle's cloud applications generated $4.1 billion in revenue, up 10%, with SaaS deferred revenue growing 16%. CEO Mike Sicilia framed the applications business as increasingly AI-enabled, noting Oracle has "delivered more than 1,000 AI agents across our application suites" and that customers can consume AI improvements simply by using Oracle's applications since "every 3 months, they get more and more of the AI features built for them and ready to go."
Sicilia introduced new pricing models designed to align AI consumption with customer value. Oracle is rolling out token bundles that can be used across application suites, with 33 customers including Aon Services Corporation and Liberty Energy already repurchasing tokens for access to advanced reasoning. The company is also implementing outcome-based pricing, such as "interview agents that are priced based on the number of candidates screened or hospitality upsell agents priced on the percentage of end consumer upsell transactions."
The United States Government Office of Personnel Management announced an agency-wide award to Oracle for Fusion HCM, though this wasn't included in Q4 bookings. Oracle also continues deploying its electronic health record system at VA medical centers, now supporting 14 facilities with 29,000 clinicians and 500,000 veterans.
Database Growth Accelerates on Multicloud Momentum
Cloud database business revenue grew 29%, with multicloud revenue up 404% year-over-year and bookings up 325%. Sicilia characterized the company as being in "early innings, very early days on multicloud database" as Oracle continues to "unlock new regions and unlock new partnerships in some cases with our competitor clouds." The database is being positioned as critical infrastructure for AI inference against proprietary enterprise data sets, with new capabilities like Oracle AI Agent Memory and Oracle Deep Data Security targeting this use case.
Vodafone was highlighted as an example of a customer using the full Oracle stack—OCI Dedicated Region, multicloud database, partner cloud, and applications—to consolidate operations and achieve performance improvements up to 60% faster in some processes.
Component Cost Inflation Risk Appears Manageable
When questioned about rising memory and component costs, Magouyrk explained that Oracle uses "a very robust set of mechanisms to ensure that Oracle is not sitting there with reduced margins." When the company has cost certainty—either because capacity is deployed or prices are locked—it offers fixed-price contracts. When there's supply chain risk or uncertainty, Oracle uses floating price mechanisms where "those costs end up being floating" and passed through to customers. He attributed Q4's higher-than-expected CapEx to timing of deployments rather than component price inflation.
